Keep trying until you get something you like and do this a few more times in new layers. Also after doing that flip a couple of them horizontally move them over top of each other, and change their shape by using your skew and distort tools. Here is my result:

Interesting effect so far but it isn’t quite what I am looking for so I am going to grab my eraser tool with a 200-300px soft brush and erase different parts of the shapes I just created. Mainly I want to soften up the hard lines that some of the shapes have. After that duplicate a few more layers and change them up or if you are satisfied then on to the next step.

Here is my result from the last step:

Now I want to add some different colored lines to this with some glow and I will do this also with the pen tool.

Choose a bright blue color in your color palette, I chose #00C0FF and in a new layer make a line with your pen tool. Also make sure your brush is set on 3px size. Draw a line like this:

After you make that line right click on it with your pen tool and click stroke
path:

You should see a blue line under the path now, but don’t get rid of the path yet. Now connect the rest of the path in a circular shape like we did in the previous steps and use your gradient tool again. This time though we just want a little glow coming off the line like this:

Make a few more like that and add a gaussian blur of about 20-25px to a couple as well and experiment with some motion blurs to get some neat effects. In my version of photoshop all I have to do is go to filter>>blur>>gaussian blur and set the size.

Here is my result:

I use some motion blurs, gaussian blurs, and I used some white lines with a blue glow too.

Pretty neat so far, but I think we need to add some more colors. I am going to use the same technique to add some green lines with green glows.

I think this is a pretty easy way to achieve the vista type effect, not exact,
but it looks pretty neat. Just experiment with those techniques until you get
something you like.

Here is my final result and I added a custom vista logo to it which I will go over in another tutorial:
